Report: Hamas guilty of targetting civilians during clash with Israel In a rare instance of international condemnation of Hamas, Human Rights Watch has published a report blaming the Gaza Strip militant organization for civilian deaths in Israel and Gaza during November #39;s Operation Pillar of Defense. Middle East director at the international rights organisation, said there "is simply no legal justification for launching rockets at populated areas."
