Prominent Russian opposition figure Boris Nemtsov shot and killed in Moscow; was Putin critic

MOSCOW (AP) - Boris Nemtsov, a Russian opposition leader and sharp critic of President Vladimir Putin, was gunned down Saturday near the Kremlin, officials said. Nemtsov was killed just a day before a protest planned against Putin's rule.

The death of Nemtsov, a 55-year-old former deputy prime minister, ignited a fury among opposition figures who assailed the Kremlin for creating an atmosphere of intolerance of any dissent. Putin quickly offered his condolences and called the murder a provocation.

Putin ordered Russia's law enforcement chiefs to oversee the probe. "Putin noted that this cruel murder has all the makings of a contract hit and is extremely provocative," presidential spokesman Dmitry Peskov said in remarks carried by Russian news agencies.

Nemtsov assailed the government's inefficiency, rampant corruption and the Kremlin's Ukraine policy, which has strained relations between Russia and the West to a degree unseen since Cold War times.

Ukrainian President Petro Poroshenko said on Facebook that he was shocked by the killing of Nemtsov, who he called a friend and a "bridge" between the two countries. He said he hopes the killers will be punished.

Partial shutdown? House rejects Homeland Security funding bill - deadline is midnight

WASHINGTON (AP) - The rebellious Republican-controlled House unexpectedly voted down short-term funding for the Department of Homeland Security late Friday, increasing the prospect of a partial shutdown at midnight of an agency with major anti-terrorism responsibilities.

The vote was 224-203 against the measure as 52 Republicans abandoned their leaders on the legislation.

"You have made a mess," House Democratic Leader Nancy Pelosi said accusingly to Republicans as the vote neared.

House conservatives say DHS funding lapse is OK if it puts pressure on Obama immigration order

WASHINGTON (AP) - Republican leaders eager to avert a partial government shutdown are getting heat from conservative colleagues who ask what the fuss is all about.

Numerous House Republicans say it's preferable to let the Homeland Security Department go unfunded for a few days, at least, if that's the cost of undoing a White House immigration policy they consider unlawful. These lawmakers say the impact on national security would be minimal, as would the political risks.

"Shutting down" the agency known as DHS "is a set of words that don't really have the meaning that people attribute to it," said Republican Rep. Mo Brooks of Alabama. "There was hardly any effect whatsoever on the Department of Homeland Security from the last shutdown, and I would anticipate a similar effect this time."

Brooks was referring to the 2013 partial federal government shutdown that Americans blamed mostly on Republicans, and which many GOP leaders have vowed not to repeat.

Republican Rep. Steve King of Iowa was equally dismissive.

JERUSALEM (AP) - Israeli Prime Minister Benjamin Netanyahu heads to Washington next week on a last-gasp effort to seal what he hopes will become his signature achievement: preventing Iran from attaining a nuclear weapon. But the centerpiece of the visit, a much-hyped speech to Congress arguing against the international community's emerging nuclear deal with the Islamic Republic, has been overshadowed by a damaging battle with the White House and electoral intrigue back home.

By accepting a back-door invitation from House Speaker John Boehner that bypassed the White House, Netanyahu has inserted himself into the heart of the bitter U.S. partisan divide and seen his already troubled relations with President Barack Obama's administration reach a new low. In exceptionally harsh language, the U.S. national security adviser, Susan Rice, has called the speech "destructive."

At home, Netanyahu is being accused of cynically turning the speech into a campaign stop ahead of March 17 elections, insisting on confronting Obama to distract from scandals and domestic issues dogging his re-election bid. The uproar has even pushed aside debate over his key argument that Iran's nuclear weapons-making capabilities will be left largely intact.

Synagogue: Structural defect not responsible for collapse, says contractor

The contractor, who built the collapsed Synagogue Church of All Nations six-storey guest house, Mr. Akingbola Fatiregun, said on Thursday that the building was constructed following best practices.

Fatiregun also said that though the foundation of the building was meant for a six-storey building, it was constructed in such a way that it could have conveniently supported four additional floors.

The contractor, whose company, Hardrock Construction and Engineering Limited, executed the project, therefore, he said he was shocked to learn that the building collapsed.

Fatiregun appeared before the Lagos coroner, Magistrate O.A. Komolafe, probing the cause of death of about 116 persons, who perished in the collapsed building on September 12, 2014.

He said his company had existed for 11 years and had carried out major projects, not only in Nigeria but in Ghana, Niger Republic and the United States, adding that the SCOANs collapsed building was not due to structural defect.

Fatiregun said, On my visit to the site of the collapsed building, I observed that the pattern of the collapse was inconsistent with structural defect and suggested that the collapse could have been caused by other factors.

Structural failures have peculiar ways of falling but this one was unusual. From my observation, the building came down symmetrically as if it was guided. The fall appeared as if a method of bringing down a building was applied.

Buttressing his position, the contractor pointed out that during a joint post-collapse inspection of the debris by himself and the officials of the Ministry of Lands and Housing, he observed that the foundation of the building was still intact.

Taking the coroner through the construction process, the contractor said his company supplied the manpower and the equipment used while the SCOAN procured and supplied the building materials, such as sand, cement, quarry and reinforcement.

Supreme Court Justice Samuel Alito channeled his inner stand-up comic yesterday in indicating that he and most of the court would side with a Muslim woman who showed up for a job interview with Abercrombie & Fitch wearing a black head scarf. She didnt get hired.

Samantha Elauf, the woman at the center of the case about religious discrimination in hiring, was in the courtroom yesterday. The case turns on how an employer is supposed to know that a worker or applicant has religious beliefs that need to be accommodated.

The clothing retailer, based in Columbus, said Elauf cant claim discrimination because she didnt say anything about religion during her interview.

Alito acknowledged that it sounded like he was making a joke in describing interviews with a Sikh man wearing a turban, a Hasidic man wearing a hat, a Muslim woman wearing a hijab and a Catholic nun in a habit. But his point was that employers cant feign ignorance when people appear before them in religious clothing.

Now, do you think ... that those people have to say, We just want to tell you, were dressed this way for a religious reason. Were not just trying to make a fashion statement, Alito said.

Pressed by both conservative and liberal justices, Shay Dvoretzky, an attorney for Abercrombie, said employers would get into trouble if they assumed things about people.

Only Justice Antonin Scalia seemed open to the companys argument. Several of Scalias colleagues said there is an easy way to avoid stereotyping. Tell job applicants what the rules are and ask them, as Justice Sonia Sotomayor said, You have a problem with that?
